Seems like a very small CR.
In the scheme of things a second CR in the near future would not be ideal. However, is there any prospect that this is such a small raise to bide time and to get through a short period in the hope of a higher SP next year to allow a more definitive CR at a greater price??
Seems out of sync with the funds they will need to move forward outside of an optimistic announcement.
