You'd be surprised how many people in general don't know there "a#$ from their elbow" when it comes to investing or having any concern about how they will fund their retirement.

Many of these types working in Government that shuffle the paper but wouldn't own the shares or even understand the $$ making opportunity here, their only concern is ensuring the chocolate freckled starfish beetle wont be harmed when RNU build their evil mine in Arno bay .

I've worked in Government previously, it literally is the twilight zone.....for the most part zero commercial acumen exists, particularly in the environmental type departments.

The public service in Australia at all levels needs a heavy douche of undiluted white king, a scrub, and full flush, many areas could be considered highly paid dole, so many made up positions & roles that simply don't need to exist.
