Me being glass half empty I see announcement is "Relating to ethics approval", so not necessarily actually granted. Would think that It'd more likely a hiccup maybe a request for more data? This trial was apparently generated off the progress of the burns topical Phase 2 so maybe they are asking why further data has not been released from previous trial to support this new application?
After the apparent safety of iv and initial burns one would think it can't be anything too major?
