It's a significant milestone. It means the technology/patent designed by the creators in Calgary has passed rigorous testing and the ABS has approved the concept for construction. This means PV1 can now approach shipyards with the approved plans. Without this approval PV1 business model could never work. Hence the trading halt.
I don't see why there would be negative news. The concept is similar to the CNG technology with tweaks. That concept passed all tests.
