Shareholders only have themselves to blame.
These capital raisings occur using the "15% per year rule" and then the company asks shareholders to approve these raisings retrospectively. Once approved the 15% limit resets - if shareholders stopped approving these, then Buxton wouldn't be able to keep doing them.
