tendency to extend is usually on the last day it's due.. that's been the case most of the times with PRL. if it was an extension, they could do it on the last day..
I assume extension is not a case but as they said "material change" it be either "IN" (which most likely is) or "OUT".

a massive project of this scale cannot be missed out, there are other big fish to grab it, especially given the lead status, govt support that PRL has, the community involvement and scoping study which was good too..
