I'm guessing that this cap raise meant that Silex wasn't expecting Cameco to buy that 24% of Gle this year. The next logical window would be mid 2024 if the pilot programe is finished on time.
Assuming Doe have their assistance paskages sorted by then and the plant works Gle's value should have moved up by then.
