@wot To clarify, I am not accusing anyone of anything. Let's assume the plant would have taken three weeks to construct. In this case TPD acted correctly given their options, which were not good.
In any event, officially the operator is the only party that can say if the project is delayed. I don't think the build itself is on a JV basis.
