My guess is JLL must have secured a location for new plant and we need to raise money to down pay for this as well as put in orders for all the long lead machinery items for the new giga factory.
Will be interesting time to raise money with current US markets and banking issues so securing venture capital funds early might be a good idea before things dry up.
