GRL has 108M SOI and there was only 1.002M traded yesterday (roughly less than 1% of SOI) so that in itself would not suggest much of a leak. Probably more along the lines of what @Sally_Will suggested - being investors hopping on board ready for the RE JORC numbers for NarraBurra.

What makes this speeding tkt a little more palatable was the fact that the 1.002M shares traded yesterday was 8-10X more than most other days. The previous highest this year was Jan 18 when 454K were traded. Certainly not big or unexpected numbers. Still, seems petty that a speeding tkt is issued for this event, but not when the previous CEO crashed the SP from 35c odd when he called an unexpected cap raise for his mates.
