The last week has seen price move up from 9c to 14.5c (and higher intra day), so the halt is sensible because the traders know the date (31st March), and it's quite to be expected that one outcome might be that traders are buying the rumour and will sell the news - happens all the time.
With regard to the ann itself, we won't know for sure until Tuesday, so we could speculate all day, but Tuesday will provide definitive outcome, the wording is open ended, and has to be, to satisfy ASX regulations.
It says "completion", but not whether it did or didn't; anyway that's my take for what it's worth, and I hope for good news next week.
