"Strategic Review" generally means a change in ownership either via divestment or merger if its a standalone asset. The question is can you separate the plant from the mining and still have a profitable business?
Another interpretation could be changing the size of the plant and maybe bringing forward scaled size - given all the visits by Canadian PM and US President to Canada maybe there has been some movement here. This may require a CR.
I guess all my speculation is BS and just need to wait until it comes out.
