I think what Namibian mining minister commented was expressing his views and opinion. Its not something endorsed or supported by Namibian president or prime minister or the cabinet.
Market behaved as if law was passed in Namibian parliament to take minority stake in all mining companies overnight!
Even DYL clarified in yesterday’s announcement that no such talks going on.
