He's probably just following the example of Ghana, which has stopped Atlantic Lithium (A11) from making shipments of DSO, they've ruled that all processing must take place in Ghana.

This will probably be the same rule in Mali now, and Leo won't be able to ship DSO.

It does tell us two things though, firstly, that the government is watching Leo closely, and secondly that Mali laws and rules can change immediately, and at any time, based on the whim of whoever is the mining minister at the time.

One thing that mining companies do not need, is erratic governments (like Juntas), changing rules on the run, at any time. These things can come out of left-field at any time, but usually happen when a mining project is rolling along very smoothly.

I'm hoping, and presuming, as stated by the announcement, that this issue is an isolated one, and only related to the DSO.

I should also add that Namibia, Tanzania, Botswana, as well as Ghana, and other African nations have also all banned DSO shipments, so it looks like it's now becoming an African mining convention of sorts. However, for Leo and other miners, it would have been good to know this 6 months ago.
