it's wild speculation but there is probably a whole bunch of "people" on the fda committee who see the term "stem cell" across Msb's documentation and pucker up in fear after a few decades of negative conditioning over them. Was only a decade or so ago that there was a pretty big political court battle over gov funding towards their research in the states.
now they just try and kick it down the line so they aren't the ones making a decision on it.
