I could be wrong but that's not my read of it, the $50m of early site works is already spent or partly spent, the CR is presumably in conjunction with the subsequent approval of the BP33 project and additional funds needed to bring forward production.
"A final investment decision is due for BP33 in the first quarter of CY 2024, following completion of the early works program and feasibility study. "
So the early works program is done, production approval decision made, and here's the CR to get it underway.
