Consider this speculation but I heard they have to bring SMT in for the $5m now in order to secure a much larger commitment from them for the equity raise at the time of FID.
It's a small raise overall (with an unusually steep discount considering the size of the raise compared to the market cap of the company) with a SPP for us retail holders so I am not complaining. It may help to bring some new blood onto the register anyway.
