I think your getting confused between a Mining Concession and a Mining License
Mining concessions before commencing extraction activities, the holder of the mining concession must obtain (1) an environmental licence (2) a licence to use and exploit the land (DUAT), as well as (3) the approval of a resettlement and compensation plan for the communities affected by the mining activities.
