Most new start ups fail. You would get an initial sp jump on the news followed by a 95% chance of failure. More stability in holding off and getting a larger resource. I think management have the ability to start mining they just understand the risks involved. I personally think they do prefer to explore over just settling down on a small mining setup and will build and offload where possible. This significantly reduces risk.
