From my quick researches on EPA WA that I did a few weeks ago, all sand projects, whether mineral / silica, have all been PER.
In hindsight, looking back, that piece of information had been available the whole time. It wasn’t brought up back then, not by management or here, HC. Well, I think it was definitely an oversight by the management and the consultants, they should had known.
