    Looks good. A raise ahead of approvals giving some runway to the next step up. No excessive dilution.

    I'd say (and hope) he's tried to avoid this but has recognised he needs the extra runway to get a full finance up and maybe long lead time purchases, and has had willing funders keen to get in ahead of the approvals. Unusual for a company to let it get this light on cash, so you'd hope he knew he had bidders ready to get on board.
