Operating & Control in an engineering sense usually relates to electrical control systems.
Its the logic behind how the conveyors & sprinklers & valves & doodads etc. turn on and off, what sensors and electrical inputs are required to measure what is happening, and how the different systems interact and "talk" to each other.
You can tell I'm not a systems engineer, but that's the gist of it!
Can turn into a complicated engineering document for large interrelated electrical and mechanical systems.
