Businesses list for two reasons;
1. To provide returns to their shareholders and;
2. To raise capital
The optics related to the CEO selling isn't good. But the smart businesses raise money at the top and not the bottom. This potentially limits dilution whilst raising the capital required and doesn't burden the company with debt that can stifle future growth. I would've liked to have seen a rights issue, but so be it.
But having said that, even at $13 I won't be taking part. Nor would I be buying this stock at current levels.
Smart move by management to raise capital at an already inflated share price. Even Aidan is telling us that.
