well the share price isn't 17 cents like when they raised 9 million dollars .close to 1 billion shares of the books with a 10% raise = anther 100 million shares for 2 million dollars in cash funds @ 2 cents .why raise a small amount when their is a opportunity coming there way with pep 11 drilling cash in the kitty ready to go.
