one of the conditions of the PEP11 permit is their ability to demonstrate financial raising ability.
This does exactly that. They can point to several regular capital raisings and truthfully claim that the company has ability to raise funding on a regular basis. This de-risks their application as the government has more confidence that BPH can raise the funds for future drilling
