I could be wrong, but based on google research, that is when they offer existing shareholders the option to buy additional shares with a percentage cap. They will no doubt put a low cap on it as they are likely trying to sell to as wide a net of existing holders as possible in order to avoid one larger holder gaining greater power or percentage.
