Don't get too excited about "potential", from a quick search it doesn't seem to be too uncommon in cap raise announcements and seems to be used when the BoD are still in the process of ironing out the final details and making sure they're happy with it. I'd of course like it to be a strategic partnership and there's a good chance it's something more interesting than just a run-of-the-mill raise for keeping the lights on, but the reasons I think that are the heavy director buying, relatively acceptable current cash position, and perhaps the change of head office. If anything, the word "potential" puts a slight dampener on my optimism, since I'd assume any kind of partnership deal wouldn't still have "potential" cap raises that could go one way or the other just a few days before the announcement.

To reframe @hagetaka's rhetorical question... since it appears right now they *haven't* really done anything to deserve/warrant a cap raise, then, well, what *have* they actually done? Hopefully that question will turn out to have an actual (positive) answer. W/ that said I wouldn't be surprised if this halt gets extended tomorrow morning if it is big/impactful/good news...
