would be big if strategic partners or agreements in place....might explain rods buying!!
either way I feel Rod wouldn't have bought $400k worth of shares unless something positive down the track!
re cap raising I think it's a general term from memory but I have seen potential cap raising used, then when due to announce another halt is requested pending material news etc
