The letter on DSO was sent by acting minister for mines - Alousseni Sanou, who is aslo the minister of economy and finance. No wonder Leo was also charged tax/duties on imported equipment and fuel. In addition, the issues were initily raised by Abdoul Wahab Diakite, the president of PWYP coalition (publish what you pay) in March. It seems that Leo's country manager failed to address these issues. Now the new minister is Prof Amadou Keita. I guess issues will not be solved shortly.
