They're between a rock and a hard place on that I think.
Getting corro that is obviously price sensitive - they have to then share with translation company and their lawyers in order to progress negotiations...to not go into halt is negligent given how Perth tends to leak these things all the time. To go into halt brings an avalanche of (unwarranted) criticism and bad PR.

TBH I wish we'd been in halt this whole time until the issues were all 100% resolved. I think the company just gave up on the interim Government acting in a professional manner and thought this could take six months...a suspension today would be the most likely scenario I guess. Fingers crossed for something better though.
