I don't think "If you get approval, we'll buy your company for X" is insider trading. It's only what you do with that info and if you have an advantage over others in the market. Maybe that's why BOT has put out a halt - so nobody can get in there prior to the FDA approval being announced publicly. Again, we just don't know.
