An alternative, albeit less mysterious theory is:

BOT cannot control the FDA, nor how and when they release price sensitive information.

The FDA conduct approvals for thousands of private and listed companies all over the world. They are not responsible for each listed company’s various exchange related disclosure obligations. Instead the FDA provide clear guidance and a timetable as to when approval related feedback and information can be reasonably expected.

so here we are, in the window and BOT, like the rest of us, knows the information is imminent per “communication” from the FDA. Important to note is that BOT cannot control exactly how it is released, so, in the window of time where the release is expected, trading has halted to mitigate the risk of improper or uncontrolled release of non public price sensitive information. BOT has done what it is supposed to do.
