Not odd at all. It's telling you the DFS is going to be in probability very underwhelming & they're banking cash at a decent price while they can . They have ample funds until the DFS. If was going to be reasonable why wouldn't they capitalise on it and raise then? I think this is a preamble to a shocker with the DFS.
