Assuming you value the LRV shares post the CR and the Hillgrove acquisition at more than 7c then the 1:2 rights to buy more shares at 7c have an additional value which can be sold on market.
Just for example, assume one estimates the future value the LRV shares at 11c (when the dust settles from the CR and rights issue as well as the cost of Hillgrove acquisition) then they may be interested to buy the rights to buy shares on-market for up to 4c. The rights buyer would then need to pay the additional 7c per share to LRV (effectively costing them 11c per share).
