It looks like PL is trying to minimise dilution by doing smaller raises which are enough for the next quarter of work and hope that the SP will burst upwards with enough announcements or some catalyst announcement.
Current delays on announcements look out of PL control with external companies, labs or partners. Many possible catalysts for movements upwards but it depends if the market will care depending on what it is.
A funding agreement with a big balance sheet partner would help in Thailand and Chile.
