Well you should know China, the West will have to have there own Pricing, Everthing has to be Ex-China from Start to end Product including prices, so that basically nullifies the US$100/t barrier, Not many REE companies in "The West" will be ready to go by 2025, and with Government Support and Funding The West can secure/supply Critical Minerals ASAP.
