reference 1 is correct IMHO... keep the market fair as you have evidence or expect results which, if not disclosed to the whole market, could provide an unfair advantage to those with inside knowledge.
wanting to draw samples is what was planed from the start. no need to halt for that. like hard rock miners with core samples... they dont TH for cores being taken but rather when results are coming through.
my understanding anyway.
