I think that was for cash flow whilst VAT refunds back to NHE were still outstanding from the Tanzanian govt..
Should be easy in many cases I reckon to get loans when backed by money owed by a government but note the Tanzania govt still has an ongoing issue with asx listed IDA and way back in 2017 there was the Acacia situation.
