I disagree that "they are essentially the same". The key differences are that a rights issue is pro-rata so shareholders with just $500 in the company will NOT be entitled to the same amount of shares as larger holders. And, the larger holders will not be limited to $30k worth of new shares which is the maximum allowed via SPPs. Also, there won't be a scaleback (except for applications for shortfall if we are given this option). No scaleback is great, given we have had a significant scaleback in recent CRs.
