I dunno man, he knows the context in which he is talking and he also must know he's about to CR and the people he is saying that to don't, and it's to his advantage if they don't think so.
To some extent he's forced to play that game because if he made it clear a CR was coming the price would collapse and any CR would be a disaster.
But talking about working on 'a number of funding options' when you know exactly the one your audience doesn't want (well, PAC might) is very imminently about to happen isn't an accident.
