Why would ex-div date be anytime soon, even if it's confirmed that Tanzania has to pay?
Dividends can't be announced until there is actually money to pay out, which will be after funds are received and on IDA's accounts.
And don't forget to follow the incentive for the management to guess what will happen. Share price needs to reach $0.15 and $0.30 for their options, so there will be no dividends until at least 15c threshold is reached, and their new shares are included in distribution.
