The reason is simply that they are not yet profitable and still require capital injections to fund operations and further R&D. This will likely be the case for at least 2 more years.
Some posters have seemed to be under the delusion that the Australian and US governments would be funding the company from now on. That's never going to happen folks. We should not expect more than about 30% assistance.
