Yes, hot weather and fire bans can be an issue - but there is an enormous difference between you having an fire pit in your suburban backyard - and a team of oil industry professionals, in a remote location, with fire fighting equipment, and training, and emergency plans and protocols - approved by government regulators.

What could cause the well to not flow despite 6,746psi of reservoir pressure? Hydrostatic pressure - water.
Kinga was intersected at a measured depth of 4,817m. (I don't have TVD - this is napkin math)

Fresh water weighs 8.34 pounds per gallon. 4,817m of fresh water creates 6,854psi of hydrostatic pressure.
    A normal brine might weigh 8.6 - 9.4ppg. 4,817m of brine creates 7,067 - 7,725psi of hydrostatic pressure.

Flaring will not be confined to the cooler parts of the day. Testing is typically carried out over multiple days, and/or weeks.

With any luck the primary heat source on site will be millions of cubic feet of burning gas - not the sun.
A good flare can melt sand into glass, and make verbal communication almost impossible.
