I would suggest their plans grew in scope which necessitated changes to schedules. Tempest being 400m plus to explore plus expanding the MRE plus the deep drilling all means more work in the limited time period season to come.
Small possibility of politics being a reason with Nunavut status changing during that time.
I don't think there will be any mining licence issue problems - it just takes a certain amount of time - unless sped up which another poster has mentioned as a possibility.
