to see how useless all government regulators are look up the story of Bobby Singh. He was the guy caught operating ghost colleges that took something like $9M from foreign students and a couple extra mil from the Australian government over a couple of years yet provided no actual courses.

it was all a scam to get foreign workers into the country masquerading as students when in actual fact they were working as underpaid delivery drivers for Bobby Singh's Australia post postal contracts.

the guy was undercutting local businesses and workers and making millions form Aust post. Only reason he got caught was an insider dobbed him in.
all the regulator had to do to stop this behaviour was to rock up at his two 'supposed' training colleges and they would have known it was all a scam but they didn't. A friend at AQUIS said it was almost impossible to close down dodgy colleges as the government didn't want to tarnish the foreign student brand as they made too much money out of it. They should have deported all the fake students working illegally too but they decided not to. Their argument was the students were victims as they didn't get the education they signed up and paid for- what a load of rubbish! They knew what they were signing up for or the scam wouldn't have lasted for years.
