Well they are still licensed to build another 9 PCEs. The previous cost was $200k but now with the supplemental lighting and heating perhaps it's closer to $300k. If they build these all in one hit thats $2.7m so perhaps they want to use the NAB facility + some money raised so they don't chew into their buffer. In one of the recent announcements Nan mentioned that the supplemental lighting and heating allows a PCE to produce 100% more so if it was $700k in revenue p.a. previously it will now be $1.4m. Another 9 of these is an additional $12.6m in revenue p.a.
