Construction hadn't started for reasons we can only speculate at (although it seems the construction company originally hired violated their contract?)
I'm just throwing out guesses but they did started their Prosper Premio brand which probably involved trademark, design and other corporate costs. Then trying to hire on specialists that would have to work out of Angola probably wouldn't be cheap and it would be better to find someone now rather than when the plant was complete. Then there was the corporate restructure that probably had to be contracted and we know lawyers aren't cheap.
