7.3million at 7cents is 104,000,000 extra shares.
Current shares on issue is 791,000,000, so it's around 13% dilution.
Could have been worse, could have been better. 13% dilution not that bad as it kick starts the final construction phase. IF it also locks in IDC loan, that wouldn't be a bad result either.
Can't forget that the company has already spent a lot of money on the main components of the plant. It's all just sitting there waiting to be put together.
