What do you expect when construction hadn't started yet? The delay was annoying but as I said before we don't know how much of that was in MNB's control and it seems to have been the company they contracted. I don't know if you've ever worked in a project like this but you don't focus all of your attention on one thing at a time, there's only so many resources that can be directed in one area.
