There must have been a bit of a leaky ship there and some people may have boosted their shareholding to benefit from the maximum allotment.

We could also speak about the pricing of the CR which may be an average of the price for the past x days.

You can boost up the SP for a few days to further increase it but I would see this playing in the hand of the shorters if there's no follow through with announcement.
